New option for MWS stirrup cages

Within Configurations and in General, Attached reinforcement on the General tab within the title Stirrup Cages there is a new minimum edge distance setting.

The value entered here is taken into account when creating the stirrup cage and is kept clear of intersecting bars. The value is always measured from the outer edge of the bending position of the bent bar (e.g. stirrup).
