When you have installed Allplan 2014 for the first time, only the Allplan vector drivers HPGL2_DESIGNJET and HPCOL_DESIGNJET are available for configuration in the Services application.
Therefore, the 
Export HPGL File, Bitmap File tool no longer provides the HPGL monochrome option.
